CECIL HARLAN LIFETIME ACHIEVEMENT AWARD
This page is dedicated to the recipients of the OVRA Cecil Harlan Life Time Achievement Award. This award is given to people we feel have made great contributions and a very large foot print on the landscape of stock car racing in our four-state area. The decision was made to call this the Cecil Harlan Life Time Achievement Award in his honor, after his passing in 2011. Cecil was the owner and promoter of Tri-State Speedway in Fort Smith, Arkansas for over 30 years, and he is greatly missed.
